Japanese Prime Minister Restructures Web3 and Crypto Policy Units

Japan reshapes web3 policy, replacing its crypto unit with a new team focused on tax reform, blockchain innovation, and regional development via NFTs.

Japanese Prime Minister Shigeru Ishiba has reshaped his government’s approach to web3 and cryptocurrency policy. On November 27, Digital Minister Masaaki Taira announced significant changes to the Liberal Democratic Party's (LDP) web3 framework during a forum.

Dissolution of the Web3 Project Team

The LDP’s existing web3 Project Team (PT) will be dissolved and replaced by a specialized unit within the party’s Digital Society Promotion department. Akihisa Shiozaki, the former Secretary-General of the web3 PT, has been appointed to lead this new initiative. Despite the reorganization, the government has reaffirmed its commitment to advancing web3-related business.

Continuity in Pro-Web3 Policies

The web3 PT was initially formed under former Prime Minister Fumio Kishida, who viewed blockchain and NFTs as growth opportunities for Japan’s economy. While Kishida stepped down earlier this year, Prime Minister Ishiba has expressed similar enthusiasm for blockchain technology. Digital Minister Taira has also emphasized the importance of reforming Japan’s crypto tax laws, signalling ongoing support for the sector.

Taira, who previously chaired the web3 PT, has been a leading figure in establishing Japan’s crypto regulations. During the Kishida administration, he played a critical role in legislative efforts and championed the need for crypto tax reforms.

The goal is to foster institutional support for web3 innovation, which crypto advocates view as vital for long-term progress. Shiozaki and others also recommended appointing a dedicated Japanese “Minister for Web3.”

Regional Revitalization Through Blockchain

Prime Minister Ishiba’s election manifesto outlined plans to leverage blockchain technology and NFTs for regional revitalization. These initiatives aim to enhance the global value of local products, such as food and tourism, by using blockchain to authenticate and market these experiences at international standards.

LDP’s Ongoing Leadership

The LDP continues its long-standing political dominance, retaining control of parliament after the general elections held on October 27. The party has governed Japan for most of its history since 1955, apart from brief interruptions in 1993–1994 and 2009–2012.
